This Working Group will look at the effects of referring to the response to COVID-19 as a “war.” While there may be upsides (e.g., national mobilization of resources), there are also potential downsides (e.g., militarization of response, abrogation of civil liberties in deference to ‘national security’, a ‘sacrifice calculus’, whereby lives are commodified, etc.).
